BILL SUMMARY: 

SB 569 require the department to allocate funds to a  
private, nonprofit  organization in Los Angeles County that  
has demonstrated the ability to provide assessment and  
vocational services to disabled clients for over a period  
of at least 50 years, for operation of an employment  
program for persons with disabilities who are eligible for  
rehabilitation services go are unable to receive them.

STAFF COMMENTS:  

The author's intent is to test the proposition that clients  
served by this program will improve their employability to  
the extent that they will find employment and reduce  
reliance on other governmental programs like SSI/SSP. 

Amendments are needed to structure the bill as a test of  
this proposition, to include
 A requirement for an evaluation, 
 Criteria by which to judge the success of the pilot,  and  

 A sunset limiting the test period.
